About the Home Care Worker Immigration Pilots
Canada’s current caregiver pathway is delivered through the Home Care Worker Immigration Pilots, which replaced the earlier Home Child Care Provider Pilot and Home Support Worker Pilot in 2024. Unlike most economic programs, these pilots offer permanent residence on arrival — caregivers land in Canada as permanent residents rather than working their way toward PR over several years.
Who Qualifies
- A full-time job offer in home child care or home support work — either directly with a private household, or with an eligible organization such as a home care agency or pediatric home health care service provider (job offers from recruitment/placement agencies don’t qualify)
- Minimum Canadian Language Benchmark (CLB) level 4 in all four language abilities, based on an IRCC-approved test
- The equivalent of a Canadian high school diploma
- Recent, relevant work experience in caregiving
Why This Pathway Is Different
Because permanent residence is granted on arrival rather than after a qualifying work period, caregivers gain full labour mobility and settlement stability from day one — a significant change from the older Caregiver Program structure, which required accumulating a set period of Canadian work experience before applying for PR.
